Retrieve Procedure for an ID

The resource id is in the form PSX|<integer> or OSX|<integer> — a plain numeric id or the wrong prefix for that record returns an error. Procedure.identifier on the returned resource carries the same PSX/OSX value, with system pointing to the environment's ValueSet/clipboard.
